A panhandler was charged with public indecency after urinating in the bushes on the side of the road. A motorist called the police and stated they had witnessed the suspect urinate behind a bush near the intersection of NW Broad Street and Old Fort Parkway. The panhandler was described as a heavy set black male. Police say he is 46-years old.

The officer who filed the warrant could not issue a citation because the subject did not urinate in his presence, that is why a warrant had to be issued.  

On a side note, Tennessee Code Annotated 38-13-511 deals with public indecency and prohibits excretory functions in incorporated areas of the state.
