A woman in Murfreesboro got an odd note on her vehicle while shopping at the Kroger Store on South Church Street. As the female was entering the store, she saw a white male place what she thought was a flyer on her windshield. However, when she returned to her vehicle to leave she noticed the flyer was actually an odd note.

According to a Murfreesboro Police Report, the piece of paper read:

Talk about Targeted Individual, electric torture, V2K, Monarch Project.

The woman told police she did not recognize the man who placed the note on her window.

So, what does the note mean?

According to online information, Project Monarch, V2K and Targeted Individuals are different terms used by people who harass others by way of electronic means. Some online forums suggest that mind control is real and is used to stalk or bother others. Evidently, the terms are often tied to conspiracies that also include micro-chipping victims and more.

Police spoke to management at Kroger on Tuesday evening after the report was filed by the 37 year old victim who lives in Woodbury, but management was unable to give authorities surveillance from the parking lot.

Monarch Project:

Cathleen Ann O'Brien (born December 4, 1957, Muskegon, Michigan) is an American who claims she is a victim of a mind control government project named Project Monarch, which she said was part of the CIA's Project MKULTRA for behavioral engineering of humans (mind control).
