Rutherford County Sheriff’s Office Offers Blue Envelope Program to Help Autistic Drivers During Traffic Stops

RUTHERFORD COUNTY, TN (WGNS) — Drivers in Rutherford County who are on the autism spectrum now have access to a simple tool designed to make traffic stops safer and less stressful for both motorists and law enforcement officers.

The Rutherford County Sheriff’s Office Community Engagement Unit has partnered with the KTG Foundation of Harriman, Tennessee, to distribute free blue envelopes that help autistic drivers communicate more effectively with officers during traffic stops.

The blue envelope, sometimes referred to as a “blue card” program, allows drivers to store their driver’s license, vehicle registration, and insurance documents in a clearly marked envelope. When stopped by law enforcement, the driver can notify the officer they have a blue envelope, which alerts the officer that the driver may have communication or sensory challenges.

Information printed on the envelope explains how the driver may communicate with the officer, whether through vocal speech, sign language, pictures, an electronic device, or writing.

The envelope also provides guidance for officers responding to the traffic stop. Officers are advised the driver may show signs of anxiety due to flashing emergency lights or radio noise, display repetitive body movements such as fidgeting, have unusual eye contact, or react differently to authority figures.

Law enforcement officers are encouraged to allow extra time for responses, speak clearly and simply, and show patience during the interaction.

If a driver becomes overwhelmed during the stop, the officer may contact a designated individual listed on a contact card inside the envelope to assist.

Residents who would like a blue envelope packet can pick one up free of charge from the Rutherford County Sheriff’s Office Community Engagement Unit, located at 940 New Salem Highway in Murfreesboro.

The program stems from legislation introduced in the 2021 Tennessee General Assembly, which directed the Tennessee Department of Safety to develop a blue envelope program aimed at improving communication between law enforcement and drivers with Autism Spectrum Disorder (ASD).

Since then, law enforcement agencies and advocacy organizations across the state have worked together to distribute the envelopes and provide training to officers on interacting with individuals who may have communication or sensory challenges.

While the program was initially designed for autistic drivers, the envelope can also benefit individuals with other conditions that may affect communication, including intellectual or developmental disabilities, sensory processing disorders, or other medical conditions.

Officials emphasize that the blue envelope is not an identification card issued by the state and does not provide any exemption from traffic laws or citations. Instead, it serves as a communication tool intended to make interactions between drivers and law enforcement safer and more understanding.

In addition to the blue envelope initiative, the Tennessee Department of Revenue offers another voluntary program known as Precious Cargo, which allows families to place a confidential note on a vehicle’s registration indicating that someone inside the vehicle has a disability or medical condition.

The designation alerts officers and emergency responders that the individual may need extra time, patience, or assistance during a traffic stop or emergency.

Parents, legal guardians, or the individual registering the vehicle can apply for the Precious Cargo designation by completing an application, having a physician complete the medical section, and submitting the signed form to their local county clerk’s office.

The Precious Cargo program supports individuals with autism, Alzheimer’s disease, Down syndrome, and other medical conditions.

Local officials say both programs aim to improve understanding and communication during roadside encounters, helping ensure that traffic stops remain safe and respectful for everyone involved.
