Mayor Carr Eyes "No New Taxes" Goal Despite 30% Health Insurance Hike for Rutherford County (Photos and Audio)

MURFREESBORO-TENNESSEE - As Rutherford County officials enter the final weeks of the 2026 budget cycle, Mayor Joe Carr has revealed that the county is staring down a roughly $10 million increase in operational costs due to external inflationary pressures. During a recent sit-down, Carr described the county’s finances as a "big puzzle" where every piece must fit with the next to create a complete picture...

Mayor Carr reiterated that a primary goal for the upcoming fiscal year remains "no new taxes". Perhaps the most challenging piece of the current budget puzzle involves the county’s health insurance plan, which is facing a 30% increase in premiums...

The $10 million figure represents a significant baseline challenge as the Mayor’s office works to finalize spending requests while maintaining the county’s top-tier AAA bond rating. A major relief valve for the county has been the performance of its waste transfer station, which is now generating approximately $1 million in annual revenue to help offset rising costs.

As the budget is finalized, several critical infrastructure projects are moving forward. Construction is currently underway for a new EMS station located on the same campus as the soon-to-be-finished Rutherford County Forensic Center on Weekly Lane in Smyrna...

Still remaining on the drawing board is the need for a new jail, which the Mayor previously announced would be necessary within the next five years. Currently, the inmate count at the county jail is routinely over capacity, which could lead to state or federal sanctions. Concrete planning for a new facility or an addition to the existing structure on New Salem Highway remains under review.
