Community Focuses on Murfreesboro's Budget FY 2020

The Murfreesboro City Council is making final adjustments to the proposed budget for Fiscal Year 2020 that goes into effect July 1, 2019, about two-weeks away.
Murfreesboro Mayor Shane McFarland is calling for a tax increase in an effort to stop using the "fund balance" which could also be looked at as "the city's saving account"--not something to balance the budget.
The mayor invited retired City Manager Roger Haley to join him on WGNS Wednesday morning . . .
Haley served as city manager for 20-years, 1989-2009. Prior to that he served two terms on the council: 1978-1982 and 1985-1989.

Starting this past January 1, 2019, the city started charging $5 per trashcan to all residents and commercial users. If the council approves the new budget, that rate would increase to $10 per month for residents and $30 for businesses. Prior to this year, garbage collection was considered to be a part of city services that are covered by property taxes.
The proposed budget also calls for a 38.88 per cent increase in property taxes. The proposed 2020 budget includes $3.9-million in supplemental expenditures.
Both City Manager Craig Tindall and Mayor McFarland advocate eliminating the habit of dipping into the general fund reserves to balance the city's budget.
McFarland noted on the WGNS' Action Line broadcast, "This has been the SOP for the past several years, and it's like using your savings account--a practice that soon will make your savings run dry."
The council has completed the public hearings and is taking two separate sessions to slowly go over the budget. The first occurred at 11:30 Wednesday morning (6/12/2019), just prior to the WGNS broadcast. The final session will begin at 7:00 o'clock Thursday night (6/13/2019), also in Council Chambers.
Mayor McFarland encouraged the public to attend.
