A 28-year old mother is under arrest for allegedly striking her 6-year old son with the buckle of a belt. Tonya E. Rubio is accused of striking her son in the face with the belt buckle because of a bad report from school. A teacher at the school noticed the injury and notified the Department of Children’s Services.
