Ryan Harring, who is running for State Representative in the 48th district, says that State Representative Joe Carr signed a pledge in his 2006 campaign to "oppose and vote against any and all efforts to increase taxes (http://www.atr.org/pdf/2006/oct/100306pr-tn-general.pdf)” but broke his pledge by sponsoring two different bills last session that would in fact raise taxes.

“It doesn’t matter whom the taxes were going to affect or why,” Carr’s opponent Ryan Harring said. “The man gave his word not to support any effort to raise taxes. He can spin it however he wants but at the end of the day he broke his promise to the people of Rutherford County and needs to be held accountable for that.”
