This discharge related issue is what limits the development of high-density housing and more. The city sometimes has to make sure a developer can utilize re-purified water for things like irrigation, in order to properly offset the water that is treated by the wastewater plant. The city cannot put too much of the treated water into the river, which flows into J. Percy Priest Lake.
