Millions in Community Investment at Stake as Murfreesboro Reviews FY28 Grant Process

MURFREESBORO, Tenn. (WGNS News) — The Murfreesboro Community Investment Trust Committee on Contributions will meet Tuesday, August 18, to begin looking ahead to the FY28 grant cycle while also reviewing the progress of organizations receiving funding during the current fiscal year.

The meeting is scheduled for 3 p.m. at the Murfreesboro Municipal Airport Business Center Community Room, located at 1930 Memorial Boulevard. According to the city’s meeting notice, committee members are expected to review the FY28 grant cycle and award evaluation process, FY27 mid-year reports, the final report form and the current status of the Community Investment Trust.

The agenda indicates several of those items could lead to committee action. Members will first consider approval of minutes from their February 10 meeting before discussing possible changes to the FY28 grant cycle and the process used to evaluate future awards. The committee will also receive information on current grant reporting and the overall status of the trust.

The upcoming discussion follows an extensive review earlier this year of how Community Investment Trust grants are evaluated and distributed.

During the committee’s February meeting, members examined a funding methodology designed to use statistical analysis and objective measurements while preserving the committee’s discretion to determine which projects best serve Murfreesboro. Under the process discussed at that meeting, seven individual funding recommendations for each applicant are combined using a trimmed mean, with the highest and lowest recommendations removed to reduce the influence of outliers. Applications are then ranked by score, with available funding allocated in descending order.

Committee members also considered methods for dealing with grant categories in which requests exceed available funding. The February discussion included weighted adjustments intended to prioritize higher-scoring applications while limiting reductions to highly ranked programs. Members additionally discussed the balance between numerical scoring and the broader community impact of an organization or proposed project.

The committee ultimately approved the weighted-adjustment method for allocating grant funds and later approved its final grant funding recommendation. Both actions passed without opposition among members present.

Tuesday’s meeting could also shape what future applicants encounter when the FY28 application period begins.

Among the possible changes discussed in February were additional scoring criteria focused on local governance, local board representation and Murfreesboro-based decision-making. Members also considered asking applicants to submit short videos describing their local operations and community impact, along with the possibility of establishing a two-step application process beginning with a brief letter of intent.

Grant Manager Karen Lampert previously offered to conduct optional training before the next application cycle in an effort to improve application quality. The committee agreed to revisit possible application modifications during its August meeting, with staff expected to prepare options for consideration. Meeting minutes noted that any changes would need to be completed with enough time to prepare application criteria and materials for the upcoming cycle.

Accountability for organizations receiving grant funding will also remain part of the process. At the February meeting, the committee reviewed a final report form for current grantees and made no additional revisions. Completion of the final report remains a requirement for organizations seeking future funding eligibility.
