60-Year-old Randy Alan McDonald was apprehended after a 20 year old woman filed a report that he touched himself and then touched her.

While delivering mail to an East State Street home, the victim claims that McDonald met her at the end of his driveway and started a "friendly" conversation. The 20-year-old suggested to police that this was nothing new.

The victim said, "He then asked her if she had a boyfriend and if she would like to hook up with him?" The victim who was still in her vehicle, said the suspect had his hand propped on her door so she couldn't drive away until he moved.

A police report shows that McDonald is accused of inappropriately touching himself as he reached into the victims vehicle and place his other hand on her leg. The victim quickly drove off, but noticed the man had ridden his bicycle one street over, which was her next stop. When McDonald saw the female, he rode his bike into the path of her vehicle. The woman called her boss and police were quickly summoned.
