A missing endangered runaway teen from Shelbyville has been located safely. Officials said that 13-year-old Joanna Cheyanne Starr Belcher was found Friday in Decatur, Alabama. Huntsville news media, which had released photos of Belcher, reported Friday morning she had been seen in various areas of Decatur. She had been missing since June 21.
