MPD Deputy Chief, two Captains complete National Senior Management Institute for Police

MURFREESBORO, Tenn. – Murfreesboro Police Department (MPD) Deputy Chief Steve Jarrell and Captains Don Fanning and Bryan Anderson recently graduated from the Senior Management Institute for Police (SMIP) Program at Boston University. The three successfully completed the three-week course July 24 and 25.

“We congratulate our Command staff members who completed this program and who continually demonstrate their commitment to serving our community at the highest level,” said Police Chief Michael Bowen.  “The ability to discuss current issues in law enforcement with other leaders from across the Nation is invaluable and a significant component of leadership development.”

SMIP is a program of the Police Executive Research Forum which provides senior-level police executives with extensive training and discussion of the most challenging issues facing law enforcement executives, such as recruitment and retention, the growing opioid crisis, homelessness, and addressing crime issues. The program utilizes management concepts and practices used in government and business.

Jarrell is a 29-year veteran of MPD who has served as a police officer, Sergeant and Lieutenant in the Patrol and Administrative Services Divisions, and Captain in the Operations Division before being named Deputy Chief.  He received his bachelor’s degree from Liberty University and his master’s from Ashworth. Jarrell is a graduate of the Northwestern University School of Police Staff and Command.

Fanning has also been with MPD for 29 years.  Fanning started as a police officer with the department and was promoted to Sergeant and Lieutenant in the Patrol Division.  He was later promoted to Captain over the Administrative Services Division before being assigned to the newly created School Safety Division.  Fanning is an Air Force Veteran and received his bachelor’s degree from Bethel University. Fanning is also a graduate of the Northwestern University School of Police Staff and Command.

Anderson is a 21-year veteran with MPD.  Anderson was an intern with MPD before being hired as a police officer. He was promoted to Sergeant and Lieutenant in the Uniformed Division and currently serves as the Captain over the Traffic/Special Services Section. Anderson is a Middle Tennessee State University Graduate where he received his bachelor’s degree.  Anderson is also a graduate of the Northwestern University School of Police Staff and Command.

Jarrell is part of the SMIP Session 88, and Fanning and Anderson are part of Session 89.
