MURFREESBORO, Tenn. — The Murfreesboro City Council will review a wide array of purchasing, public safety, infrastructure, and zoning matters during its regular workshop meeting scheduled for Thursday, Dec. 11, at 11:30 a.m. at the Airport Business Center. Among the most notable items on the agenda is a proposal for the Murfreesboro Police Department to use a Request for Competitive Sealed Proposals (RFCSP) process to contract for auction services for confiscated firearms. Under Tennessee law, confiscated firearms may be sold at public auction, with the proceeds deposited into the city’s general fund for law enforcement use. The Purchasing Department is seeking City Council approval to use the RFCSP procurement method to ensure the selected auction provider meets licensing, experience, and pricing requirements.
Another major public safety item involves approval of a $1.5 million Violent Crime Intervention Fund (VCIF) Zip Code Grant awarded to the city by the State of Tennessee. The three-year grant, which runs through June 30, 2028, will provide funding for crime-reduction tools including software, training, safety equipment, firearms, and rapid DNA testing equipment. City officials note the funding will significantly enhance crime investigation capabilities while increasing the police department’s operating budget by the full grant amount.
Several large purchasing and infrastructure projects are also on the agenda. These include the purchase of two knuckle boom trucks for Solid Waste, new golf carts and GPS tracking services for municipal golf operations, and multiple Water Resources projects involving biosolids handling, valve replacements, easement revisions, and engineering amendments tied to the ongoing Thompson Lane widening project.
In legislative matters, council members will consider the second and final reading of an amendment to the city’s Ethics Code, along with three rezoning ordinances affecting properties along Blackman Road, East Burton Street and North Spring Street, and Bridge Avenue near New Salem Highway. A separate ordinance will address a sewer allocation variance tied to the Three Leagues commercial development.
Additional workshop discussion items include a review of the Homeowner Rehabilitation and Affordable Housing Assistance Program, a potential sale of city-owned property along Medical Center Parkway, and presentation of the October 2025 financial dashboard.
The agenda also includes routine consent items such as roof replacements at Patterson Park, elevator repairs at City Hall, new school service vehicles, and multiple Water Resources system improvements. Beer permits, payment approvals, and other administrative business will be handled later in the meeting.
