MURFREESBORO, TN (WGNS) - Murfreesboro residents looking to buy their first home may find the path a little easier thanks to the City’s Community Development Department, which continues to expand its Affordable Housing Assistance program for low--and moderate‑income families.

Assistant Director Jessica Cline explains, "The Community Development’s mission is rooted in partnership—working alongside local nonprofits, housing agencies, and federal programs to help residents meet housing, economic, and everyday living needs. Much of the department’s work is funded through the U.S. Department of Housing and Urban Development, which supports Affordable Housing Assistance, Homeowner Rehabilitation, and Public Service Grants."

For first‑time homebuyers, the Affordable Housing Assistance program can be a game‑changer. It helps eligible families cover down payment and closing costs, lowering monthly mortgage payments and making homeownership more attainable. To qualify, applicants must meet HUD income guidelines—generally at or below 80 percent of the area median income—and complete a HUD‑approved homebuyer training course.

Homes must be within Murfreesboro city limits and free of lead‑based paint. The assistance comes as a deferred, no‑interest loan that doesn’t have to be repaid unless the compliance period, typically 5 to 15 years, is not met.

Cline also highlights the department’s role in guiding applicants through the process, from working with lenders to ensuring families remain eligible. In fact, Community Development recently received City Council approval to increase down payment assistance from a maximum of $10,000 to up to $50,000 based on need—a significant boost for families navigating today’s housing market.

Beyond homebuying, the department supports a wide range of community needs through Public Service Grants. These competitive grants, usually around $25,000 each, help fund local nonprofits offering services such as homeless prevention, domestic violence support, and programs for individuals with developmental disabilities. Applications for the 2026 grant cycle are open through Feb. 27, 2026 with an in‑person workshop scheduled for Feb. 11, 2026 at the Murfreesboro Municipal Airport.

The department also oversees the Home Investment Partnership Grant, working with groups like Habitat for Humanity and the Murfreesboro Housing Authority to expand affordable housing options, as well as the Housing Rehabilitation Program, which assists homeowners with essential repairs.
