MURFREESBORO – After exactly 120 days on the job, Luanne James was terminated as the Executive Director of the Rutherford County Library System (RCLS) during a contentious special called meeting on Monday, March 30, 2026.
The RCLS Board of Directors voted 8-3 to remove James following her refusal to comply with a board order to relocate approximately 132 LGBTQ-themed children's books to the adult section of the library. Board members pushing for the move suggested the titles in question "promoted gender confusion".
James, who oversaw library branches in Murfreesboro, Smyrna, and Eagleville, as well as the county’s bookmobile service, remained steadfast in her refusal. She cited her professional and ethical duty to uphold the First Amendment and constitutional principles against viewpoint discrimination, arguing that moving the books based on their themes constituted an illegal content-based restriction.
The Monday evening meeting drew a large crowd, with community members polarized over the decision. Some speakers lauded James as a hero for defending intellectual freedom, while others supported the board’s stance on protecting children from what they described as inappropriate material...
Throughout the debate, James maintained that overseeing a public library system requires adherence to strict legal standards. She reportedly viewed the board’s mandate as opening the door to further content-based censorship within the county’s public resources.
Just before the proceedings reached their final vote, Cody York, Chair of the RCLS Board of Directors, turned the floor over to James for any final remarks...
James paused, looking at the board, and stated, “I really didn't have anything prepared.” Following a second brief silence, she decided to offer a final, resolute statement...
The room erupted into a 46-second round of applause from supporters that only ended with the sound of York’s gavel. Immediately following the statement... Board Member Beth Duffield introduced the motion for termination. The motion was later amended to allow Board Member Lynn Reynolds to participate in the search process as the executive committee begins the hunt for James’s successor.
With James’s departure effective immediately, the RCLS Executive Committee is now tasked with launching yet another search for a system director—the second such search in less than a year.
