License Plate Readers Lead to Arrests After South Rutherford Boulevard Armed Robbery

MURFREESBORO, Tenn. - Murfreesboro police leveraged advanced surveillance technology to apprehend two suspects allegedly involved in an armed robbery at a local CBD and vape shop. Detectives arrested Javier McClendon, 22, and Frank Foster-Dowell, 26, on April 10, following a rapid investigation aided by the department’s Real Time Crime Center.

The incident occurred on April 9 at the Murfreesboro Tobacco and Vape located on South Rutherford Boulevard. According to investigators, two individuals entered the establishment and robbed the store at gunpoint. The suspects fled the scene with thousands of dollars worth of CBD and hemp products.

Crime data analysts used license plate readers and public safety cameras to track a vehicle identified near the business at the time of the robbery. Officials stated the integration of this technology was a primary factor in the swift identification and subsequent capture of the suspects.

Both McClendon and Foster-Dowell face charges of aggravated robbery. McClendon was booked into the Rutherford County Adult Detention Center and has since been released on an $80,000 bond. Foster-Dowell remains in custody with bond set at $75,000.

The defendants are scheduled to appear in General Sessions Court for hearings on April 21.
